Hood hinge spring install

I have the hood hinges off of my 70 duster. I have a set of new low tension springs that i have installed but they will not hold the fiberglass hood up.Is there a tool or procedure to put these springs on to make sure they are wound tight enough so as to give me more tension so they work correctly.Thanks
