Lowered Scamp

So, this 71 Scamp I just bought was lowered by the previous owner. It looks kinda nice so i think i will leave it like that.

But it is not even. How does one go about adjusting the torsion bars?

What tools do i need? Does the car need to be on the ground, or does the weight need to be off the wheels?

If the weight needs to be off the wheels, is there a way to measure the height it will sit at when still in the air, like a certain amount of adjustment equals so many inches, or is it trial and error?
 
there are adjustment nuts under the lower control arms.
3/4 i believe. you will have to make your adjusments and drive it down the street and back to make sure you have the suspension settled. then remeasure and viola!

It's probably a good idea to take the weight off of the front suspension while making the adjustment. It will make the bolts easier to turn, & lessens the chance of breaking one. Years ago a friend of mine twisted one off while adjusting it with the weight on the wheels.
 
use some penetrating oil on the threads PB Blaster or something similar. Unless it has been done recently, it will be tight.
