No underhood heater control valve for non AC 70 Dart?

Am I right in thinking a non AC car has no underhood heater control valve?? The 70 Dart we got had the heater box removed by the PO and thrown out. I'm trying to gather parts to replace it.
 
Correct, Basic heat only did not have a water cut off valve. Only a blend door blocked the heat. A lot of owners have added a hand operated valve under the hood for use in summer months.

I just put this 5/8 ball valve inline.
They are tough enough to withstand the environment and when it gets cold enough out for a heater now and then you can leave the valve open and shut the hot air off with the control on the dash.
