Does anybody know were I can get offset spring shackles for my 70 e-body. 3/4 offset is all I need.

I have a set of the Dr. Diff 1" offset hangers/shackles on my Challenger. Work great, and allow for a lot of tire. I have 275's on my Challenger but I easily have a good 2" of extra clearance I'm not taking advantage of with those. Nice thing about using a 1" offset on an E-body is that you can actually use a B body rear axle without moving the perches. I have a 68-70 B body rear in mine, my wheels are almost perfectly centered with that axle and 0 offset rims (17x9's with 5" backspace). If you keep the E-body 8 3/4 you'd need about a +20 offset to center the wheels.
