This is what I do. I make a copy of my picture to the desktop (just makes it easier for me to locate). I then right-click on the icon. One of the options is "resize picture." I pick the small one.

here read through this. i wrote it up to help guys out. it will resize and make you able to post pics here. plus its free and easy to do.
