I'm thinking it's a body, not sure what the significance of the tag is

Definitely 1970 and later.
The code on the tag could be given to the parts department at a dealership and they could cut you new keys.

I don't believe that there is any difference between a,b,c, or any other models when it comes to the ignition lock cylinder. Changes may have happened over the years however.

The lock cylinder is for a '70-up tilt column. Yes, the tag is the code for cutting the key.

Yep.
1970 to 1985 Mopar all bodies with tilt steering.
EP1594 is the key code. I have a book that will use that code to decipher the cuts on the key.
I never understood the reasoning behind "record and destroy". You already have the code stamped on the tag. Put it away someplace safe.
