Rear Valance Interchange

I have a 71 Scamp and a rear valance off a 73 Scamp. The only differences I can see from pictures is that the 73 has a couple of notches in the license plate area and the 70-72 has the small holes for the bolts to the trunk cross plate. Can I just drill out the holes for the small bolts on the 73 valance or is there actually differences in dimensions?
