Should calipers be centered on the rotor?

As the title states. I'm installing a kit and the pic below is how they are sitting prior to torque of the bolts that hold the caliper to the bracket. I think I just have the wrong spacers.

Thoughts?

Should I go by the pad spacing or the edge of the caliper spacing?

Caliper spacing. Both pads should be the same size.

I never even checked mine. OEM's ever get lobsided?

A grade 8 washer evened it out. Thanks for all the help.
