Ok on the wife's dart we have what seems to be a dead spot when starting. The engine doesn't want to catch when the key is at the start position but as soon as you back it off it feels like it wants to catch. Just tried two ignition switches and it's not that. Also, brand new battery, starter and alternator.
 
Ballast resistor.
It could be something else but most of the time this is what causes that.
