The steering column spacer not lining up.

Hello all, I have a 1970 duster with a floor shift, I rebuilt the steering column and I can’t get it back in the right position, see pictures below. I can’t seem to see where the problem is, the column O ring retainer is right up against the firewall.

The Steering shaft isn’t going on all the way on the steering box, but I’m not 100% sure that it wasn’t like that before. What’s strange is that they are off in opposite directions.

Any help would be greatly appreciated.

Are the shear pins in-tact on the column? They are designed to collapse in a crash/

Just because they are there doesn't mean they are in the factory location. They could have sheared internally. You won't see that
 
Could be, would that affect the mounting position on the underside of the dash? Is there a way to check the pins? guess I need to break it down and measure the shaft.
