To weld up or not???

What do you guys do with the quarter panel seam where it meets the sill just below the bottom of the door? I see some leave it original and some fill it . I'm leaning towards welding and putting in a little fill . Thoughts ideas suggestions??

I plug welded it every couple inches, then seam sealed and epoxy primed it. Might fill it later. Whatever you do, get in there with a siphon feed with 1/4 clear hose stuffed inside the end and a small irrigation section spray nozzle at the other end and back fill some paint in there to seal it up. Rust loves to live here.
