How many if any of the pins on a 69 Dart turn signal switch should be grounded with connector unplugged ?

I am trying to isolate a short and when I checked at the switch plug I find half of the pins ground out . Is this normal ?

You're using the wires on the switch as a ground for your test light and several of the wires are acting as a ground, but some aren't? None of the wires going up to the switch from the connector should act as a ground unless you're holding the horn button switch on. Even then, it would only be the horn wire acting as a ground. All the rest should just loop through depending on the switch setting. You can check those with an ohmmeter for continuity in the three switch positions. Maybe your switch harness has chafed in the column somewhere and shorted out.
