Wheel Cylinder Issue

Performing my first ever front drum brake job on my 69 Barracuda. I installed the first shoe and set the top spring. Afterward I noticed the opposite end of the wheel cylinder pushed all the way out. The rubber boot actually came off. Should I have opened the bleeder to relieve pressure before installing the new pads?
 
No, you should have put both shoes on before installing the spring(s). Hopefully the piston didn't pop out, or you're bleeding dem brakes as well.
