I had same problem on 60 Valiant. Turned out to be a broken ratchet dog lifting arm on the latch mechanism. Had to replace the latch. Was a fairly easy install. Had more problem getting inside door panel back on. Have attached a picture with highlighted broken part.

Thanks for the help with the latch problem. Ended up being a broken ratchet dog lifting arm on the lock/latch mechanism. Was able to buy a NOS replacement. Took a while to re install, but gave me a chance to lube things up good. Moving on to other maintenance. Rick
