The cover looks like "wire loom"...Electricians use it to install "knob and Tube" wiring in houses years ago. But I believe it is still stocked by a "few" electrical supply houses in the USA Perhaps you could do a search for it and find some. I found this fabric loom real quick...

My father's 69 swinger new had a red block, but it also had the dana 60/ hemi saganaw 4-speed options, so maybe the way it was ordered/plant location has something to do with it
