I believe my wheel has to go a bit deeper than it is. Horn doesn’t work, and from what I see in other cars, the wheel is not close enough to the end of the steering column. Any advice?

My fender tag says white interior door frames. I think the only thing I am looking to change is the pad and steering wheel. Now finding a clean blue horn ring may be a bit of a task….
