I replaced the entire switch component inside the steering column, but turn signals still do not work. Tail lights come on with headlight switch, so I know it is not a burnt bulb problem. Nothing happens when I try the signals though. Is there a turn signal relay anywhere?

The bulb filaments that flash for the turn signals are the same as your brake lights. Do you have brake lights? Also, are your front turn signal bulbs good? You usually have to have both bulbs good on one side for that side to flash. Both bulbs on each side being bad is unlikely though, so I'd suspect the flasher too. It's somewhere under the dash (I don't remember where, close to the fuse block?) but it's a small can shaped thing. About maybe 3/4" to 1" tall & about the diameter of a quarter or fifty cent piece. Probably made of aluminum.

I do have brake lights, but I will check the front flasher bulbs. They are probably shot. I will check out the can shaped thing as well, thanks for your help, I'll update this in a bit.

Turned out to be a combination of the switch inside the steering column, and the flasher. $5 flasher, plus a switch I already had. Glad it was a cheap fix. Thanks for your help '64 Cuda.
