Got an 83 Ram Charger with a 440 today!

That bolt was indeed broken off and there were 2 gaskets underneath when I removed the plate and both were ate up bad! So I have two questions here;
1. How many gaskets should there be?
2. Whats the easiest way to remove that bolt?
