Try to decode this!

This is really strange. I've been trying to decode the VIN on my car but am having no luck. Maybe someone out there can figure out where to decode this. The car is a 1965 Canadian Plymouth Valiant Signet 273 V8 Convertible. In the states this car would have been called a Dart GT.
Here's the VIN from the door jamb - L9E59171838.
and under the hood tag says;
MODEL: A-L2-P-27
BODY NO: 282
PAINT CODE: XX
TRIM CODE: P4B

I tried the decoder on this site as well as a couple other sites but this one says it's too short and the others say it should only be 10 digits. I have 11?

Any help would be sincerely appreciated. It's hard to describe this car to insurance companies etc. I'm learning after it was hit and run that this information might help!

I think being a Canadian car is the issue. The L is Dodge Dart with a V8. 9 is a police code?? The E I am guessing is for Export (but the car was built in Windsor, Ontario) , 5 is the model year, and the 9 is Windsor, Ontario, then the sequence number...
 
I have just read that in 65, the letter "C" shows up between price class and model year, so are you sure its an "E" and not a "C"? Or maybe it was supposed to be exported out of Canada??

L - Long wheel base
9 - Premium V8
E - Convertible
5 - 1965
9 - Canada
171838 - 71,838th Unit Built

Did they really build 72,000 of these? That seems excessive. Thanks a lot for your help man!
 
...oh never mind. I see that the numerical portion of the serial number runs consecutively regardless of make or model. Hmmm, how do you find out how many of a particular model were built?

I am not sure production numbers for those. Maybe Galen's book breaks down Canadian models, but I do not own one of the books to know for sure.
