On my 71 Swinger it is 3 7/8" up from the top of the lower trim piece and 5 1/16" from the back of the fender at the center of the star.
 
appreciate the feed back desertduster i went ahead and peeled off inner
fender well cover found the filled holes that were spot welded had to pic up
right angle drill to drill from inside out while i was in there i removed hood hinges
so i could get ready for aar fiberglass hood with extra large hemi scoop.

Do these emblem placement measurements work on a '69 Swinger passenger side fender as well?
 
Me neither, just asking if measurements are the same on 'a 69 fender compared to the '71 fender cited above by 74desertduster.
