yep, a good 4bbl and intake along with a set of headers, that roller 360 with 308 heads will be around 300 hp.

I had the exact '89 360 TBI in a D150 with single exhaust, 3.21 gears, stock auto and it ran 15.3's in the 1/4.
It will also have a block off plate where the mechanical fuel pump would be, and the fuel pump eccentric will be on the cam already.
