Can you use caltracs and lowering blocks?

From experience, caltracs don't work very well with multi leaf springs, they prefer a mono leaf. A lowering block will only change the rear ride height, not the arc of the spring. The position of the caltrac to the spring will not change.

CalTracs are meant to be used with springs that are forgiving, unlike SS springs as stated. The SS springs ARE traction devices themselves. They only have a 20" front segment that's very stout and acts like a traction bar already. Adding something like CalTracs to a multi leaf spring, especially those as stout as the SS springs sorta nullifies the rear suspension in a way.
