64 speedo pinion seal help

I got a new speedometer pinion seal. The manual is a bit
ambiguous about its placement, saying, the lip needs to point
at the cable. The cable end, or the cable in the housing??
THis is how I tried to install, but the plastic gear is extremely hard to turn.
Using my thumb and fore finger, the gear hardly moves. I lubed it with trans fluid.
I'm concerned the gear teeth will break off. The new seal seems just a tiny bit
wider than the old one, which would be expected. Looking at the old one, its
pretty chewed up, and it is not obvious as to orientation. Thanks for any help.

If I understand the question, the sharp end of the seal always points to the source of the oil. Where is the oil/grease coming from?- point the sharp end of the seal towards it.

I pretty much go by the side of the seal that is open goes towards oil.
Looks backwards in the picture.
