There's a place that sells patch panels for those around $86, but I don't think it's worth it. I usually ask around if somebody has a fender that's damaged but the bottom is still good on it, the dog leg. Then I combine the two fenders by cutting the good dog leg off of the one and Welding it on to the other. It's cheaper sometimes then getting a new Fender plus it uses the fender that's original to your car.
Looking again at your first picture, that Fender is very repairable and so is the splash guard..
