The cap is an MSD for their billet dist. What type of drill bit would I need to drill the cap? I have bits for metal but I don't know if these would work.

Any metal-rated drill bit will work.
Oops, I forgot to mention a tip, if you did not do this already. Plastic can be funny to drill. Use a slow speed so the bit doesn't melt a hole through instead of cut a hole through. Also, back up the other side of the hole with a piece of wood or something so the bit doesn't break through and take chips with it.
