Will a A/C heat control work on a non A/C car as far as heater/defroster control?

No, A/C controls used vacuum to control the mode doors...

Heater only cars used cables...

X2 on this. Also, the A/C controls are push buttons above for function with a slider below for temp adjustment. The non-A/C controls are two sliders, one for heat or defrost, the other for temperature. Everything else is different too. Bezels, sheet metal, the box itself, routing through the firewall, and so on.
