There has been talk in the past about fender / bezel interchangeability.

So I picked up one of each (Bezel that is)

The 69 Headlight hole is in a much different location then the 67 or 68.

The 67 and 68 headlight hole looks like they are in the same location, but the screw holes are not in the same location.
 
I have 67 fenders on my 69 Dart. But I used a 69 grill and bezels. It took some effort to make them work.
 
I like the 68 grill best so that would mean using the 68 bezels, but, the round turn signals (cool) would look stupid with the rectangular side markers that are on my 69 dart.
 
Now that I have another 67 Dart I test fit the bezels on the left front fender.

I had removed the headlight bucket but mocked one up for this test.
The headlight centered in the 67 and 68 VERY well but as I noted in post 1 the holes do not line up

67 are the square punched holes
68 are the black dots (red arrows)
69 the bucket would need to be raised 3/4" so I could not mark those holes
