The only band clamps I have used, join similar sized pipes together (e.g. 2 1/2 OD to 2 1/2 OD.)
I can say they do seal excellently and they are ideal for tight spaces.
The clamp you linked seems to be an OD to OD clamp, as does the one
@clementine linked, but if you can find one designed for an OD to ID situation, I'd run it without worry.
