Why the Hunks of Steel on Each Side?

What Purpose do they Serve?
Is it to make it hard for us to run exhaust?
Are they really necessary or can they be cut?
Drivers side is tight enough with the Starter, Z-Bar and Exhaust
Pass Side has Oil Filter right there and Exhaust has to run between the two...
Can I just cut them off???
What say you Brethren?

Things like that are usually part of the casting process and then they are used for machining targets. Cut them of if you want.
 
Bump spot to align the bell when dial indicating and then transfer center punch through the block for locating alignment pin holes ??
 
I was cruising Brewer's site and note that all the small block housings have those little "ears" but none of the big block housings do. Hmm.
