With the cable connect to it the speedo makes noise should the wire go to a hot lead

Best guess is an aftermarket (it's not a factory unit) cruise control speed sensor. I wouldn't hook it up, since you don't have the controller unit.
Get a one-piece factory cable and pitch that sensor in the garbage (or hang it on the wall).

that is the counter for egr maint reqd light. just bypass it. not needed. looked in the glove box to the right, if i remember correctly, there should be a place for a 9v battery that was also part of the mrl.

1972 Dart Swinger I saw it another one at a car show a weekend ago that had the same part and he didn't know what it was either but thanks a lot for all the info I'll just put a regular cable on
