The GA laws did change.

Broadway then changed to use Maine, and then basically fell off the map.

States are absolutely different, but they generally recognize other states legal methods.

FL recently started issuing bonded titles.

...with a catch.

The car has to be "last titled" in FL, so that means no out of state cars can get bonded titles in FL.
