So my WAG (wild *** guess) is this was for a lockbox under driver seat?? Anyone have ideas opinions?
steering wheel lock? looks like it might be just long enough to hook to the rim or a spoke; is there any wear on the wheel or has it been replaced?

saw a similar set up where they had welded a ring on the shifter, chain was welded to the floor pan and ran up over the wheel and had just enough length to attach to the shifter when it was in reverse (it was 4spd). so if you tried to shift it out or bumped it, it'd snap into neutral tightening the chain and the horn would go off. the added benefit was that the chain was also thru the wheel so you couldn't get more than 1/2 a turn on the wheel. shifter handle was also welded to the box.

guy that owned it was the 2nd or 3rd owner, it was a 70's street machine with the air shocks, shackles, mail box hood scoop, mags w/ bigs n' littles, headers to lake pipes. cheech n' chong interior, the full nine. said that's how he got it, didn't want to change a thing on it.
