From a recent trip to St. Maarten.
I've hung on to that fence many times since 1990... I see they've added a second fence since our last visit in 2010.

Yeah, good thing too.
No need for the second fence. It's the idiots that stay in the sand on the beach during a 747 take off that need a mental correction.
In my Air Force days i was as flight line crew chief, aircraft mechanic, on the RF-4C Phantom's.
When marshaling them out for flight, i always asked the pilot which way they were going to turn, onto the taxi ways, so i wouldn't be on the wrong side, getting blown down, by the exhaust jet blast, when throttling up to make the turn.
I couldn't even think of a jet liner, coming in for it's landing, or take off.

Yup, been there, amazing to watch all the people who try to get a video of the low flying jets as they come in and take off.

The Americans with Disabilities Act is well-meaning legislation to assist the mobility of disabled citizens. However, I think these ramps missed the mark. It's only an example of how government marches blindly ahead to spend money without regard for the efficacy of the matter.
