1967 Trunk jack instruction decal

Look closely at the drawing in the assembly manual- the trunk bracing structure shown is completely different than the photos that show the structure as it was actually produced. You can't install it as shown in the manual- there's bracing in the way.
The location shown in the magazine article is probably on a pilot or very early production car that was supplied to the automotive press, your other photos likely show normal production vehicles. It also could vary due to production facility, or even the shift (whoever was working at the time).
I'd place it where your own two photos show it to be located.
I never put a lot of concern in the details on the drawing and saw it more generic. I have seen the decals placed over the ribs but yes typically they are placed within a panel.

My plan is not where the Assembly manual shows, that was already set.

The drawing is probably a carryover from the first gen A-body.
