It is a vent INTO your gas tank. When your fuel pump pumps gas out of the tank it has to be replaced by air or either the tank would implode or the fuel would stop leaving the tank. I presume that your gas cap is not vented, correct? It would have a one way valve on the inside of the cap if it was.

The vent tube dead ends just after it goes through the trunk floor inside your frame rail. No this isn't a joke...
