When you pulled the sending unit from the tank and checked the ohms, did you connect it up to the sending unit wire, ground the unit to the car and check the gauge to see if there was movement when you moved the float arm?

I'd use a medium grit compound on a wool pad on a drill and then go to a finer compound on a foam pad. Won't really get rid of the scratches but it should polish it up enough to where they aren't as noticeable.

You more than likely just have a vacuum leak. Start simple before getting into some of the way more difficult, costly and rarer issues that are less likely to be the culprit.
