My 64 dart had locked brakes too, I just cut the cables out of the rear drums, hindsight is 20/20 if I just soaked them in a penetrating oil, they eventually would have freed up, and I wouldnt be needing to find a new cable now.

Seatbelts, were required in either 65 or 66. I have a 64 dart 170 and according to the build sheet it DID have them, where they are now I dont know. Reverse lights, were also optional, I think side view mirrors were as well, because mine doesnt have them, or the holes for them. anybody know...
