I'd slot that washer so it can sit offset, or not use it at all. Similar problem to yours, had to relieve area above this intake bolt to just barely fish it in. 6-71 manifold. Carbide burrs and an air die grinder will get you there quickly. Omitted washer and everything is fine.

Yeah I've heard of the problem with the sleeves busting their welds- it was in Mopar Action several years ago. You have to drop the K just to see it. It's between the K and the frame rails. Supposedly causes the front ride height to change, I don't know about the wandering part. Sounds like...
