IMO it would come down to the tires available in 15 inch sizes. Without an A/B lap time comparison of 15 vs 17 or larger tires who really knows. I do know smaller lighter is faster than bigger heavier (wheel tire combo)

Get some Kuhmo 225/50/15 put them on you 15X7 wheels. They are less than 24 inches in diameter they would lower the car and lower your overall gear ratio. The car would handle an accelerate better with lighter smaller wheels, but most dont like the look of small wheels....form follows function.

put the dust cover in the freezer and heat the hub up a little and make sure there are no burrs on either surface. This will shrinks the cover and expand the hub maybe enough to seat. Use something like a piece of pipe to fit over the dust cover to knock it in place evenly.
