Where are you taking your voltage reading? At the battery in the trunk or at the alternator? What size wire did you run from the battery to the starter and what size charging wire back?
If it were me and it's not a 100 point restoration, I'd buy a new one. Electrical gremlins are a chore to trace and using a 47 year old wire harness is just asking for trouble. Just my .02
