The problem is most likely in the steering column. I will dig the wiring diagram out later today. Just had back surgery and am moving kinda slow.

It could be the ballast resistor (the ceramic thing on the fire wall). have you tried to jump start it a the starter relay and see if the starter runs?

Be sure to check your wiring. It is recommend to up the size of the wiring from alt to gauge to battery. The extra voltage may cook some wires. Been there..Now have 8ga to alt and 100 amp cop alt, no flickering lights.
