    You're right, that's a fuel pump rod. The block off plate is used with an electric fuel pump. That rod is often removed, but it doesn't hurt to just sit there.

    The easiest way is the parting line. See the attached picture from Moparts. From what I can see, it looks to me like you have a cast crankshaft. Who is your engine guy? I live about an hour west of you.
