    I found a quick test to see if you have a closed circuit take a test light remove the battery cable put one end on the cable and the other on the post if the light comes on you have a draw remove fuses or bulbs till it goes off. Make sure all the doors are closed when you do this.

    Im sure it would work either way. You may be right it does work better with the washer between but in my mind seems like more surface area making contact with the fender would be a more secure ground. Just a friendly debate im not arguing or anything

    If you have triple checked the ground and they ecu's are for sure grounded and none of them work id start looking elsewhere. The chances of having 4 bad ecu's are slim.     By "installed" did you actually clean the metal on the fender and bolt it down? These have grounded.
