Never has been. When it was twice a year for safety only it was $15 and when the went to once a year including emissions it went to $29, so you saved a buck. Just got mine last Saturday on the Barracuda.

If the wheels are rolling on the road then the car needs to be registered (an insured if it's required). As long as there is a licensed driver in the car being towed to steer and brake can't see why towing with a rope would be an issue. I have done it dozens of times over the years.
