    I doubt there is any UV light underneath the car. If the underside of the car is exposed to UV light, he has bigger problems!

    If it's any consolation, my 66 Barracuda had the same issue. Long ago, I bought complete rear window regulators from a junkyard. I removed them from the car myself with the help of a friend. I never put them in though. Yours may just need to be cleaned & relubed.
