My neutral safety switch is going, so half the time it won't start in park but will in neutral, have you tried that? Also, I know a ballast resistor can cause your car not to start at all. I'm not the best to troubleshoot stuff but this is from my experience.

x2 But for $15000 your car must be pretty far gone... $10-$15k will get you a real nice one with a good engine (340 or bigger) and will go to helping someone else out who needs the money. Not just that, you won't have to wait.

I put my vote in for the 340. The hemi would be great but a lot of work, the slant six will require more money than it's worth to be powerful, and the 340 just feels right, not to mention they're easy to make power for.
