16 inch sebring wheels

can i install 16 inch sebring wheels on a 1964 valiant small bolt pattern....... safely

Safely? No.

5x100mm is not the same as 5x4”. The 5x100 pattern uses larger studs too. So yeah, you can bolt those wheels on. But you’re basically using the wrong pattern wheel with hogged out holes to make it fit. It’s a bad idea.
