318 Accelerator Randomly Hangs

On my 1972 Dodge Dart 318 engine. the 2 bbl carburetor was rebuilt this summer. Randomly the peddle will not return usually at the 30-35 mph mark. A quick kick of the accelerator with releases the hang and everything is normal.
I have replaced the return and kick down springs. Could it be something internal caused during the carb rebuild? Ideas where to look?

Disconnect the throttle cable and return spring and see if you can recreate it by hand at the carb.
You will want to check the throttle cable itself also.
They can start fraying inside the sheathing and hang up.
 
I just had mine stick on about 40 mph, luckily I was able to pull over and shut down. Luckily I had a spare stronger return spring I put on for now. I want able to recreate issue under hood. Gonna order a spare cable.

Is the pedal and linkage under the dash clear, I have heard of floor mats causing accelerator pedals to stick
