These are typically refereed to as the Bolt-Through covers and used a special longer lugnut.
These have the same general look but were never used on the Barracuda, they would work on BBP wheels where the Bolt-Through only work on SBP wheels.

So, do I understand the bolt through covers are the only one of this type for a ‘69 Barracuda and they would only be suitable for a small bolt pattern wheel?

Yes, fits small bolt pattern.
In the dealer book they were an option, called Deluxe Chrome Wheel Cover. Takes the 2" chrome lug nut.
If you order the lug nuts check your wheels.
From the factory half the tires had lug nuts turning right and the other half turning right.
Someone earlier changed mine to all right turn.

I have a set (4) of the Barracuda lug nut thru hub caps , If you are still interested. I'll have to dig them out, and get some pics. They came off a 67 B-Cuda. Lets say $140.00 plus shipping.
Check your lug nuts for threads. Originally our cars had L/H thread on left side, and R/H thread on the right. I do not have any of the long lug nuts, but they are available.

Pics of B-Cuda hub caps. The first, and second pics of the individual caps show the only bad areas of all the caps. Pic one shows the dents by the cutouts. I think you could straighten the easily. Pic two, you can see the center has corrosion on it. All the centers could be cleaned up with 0000 steel wool (on the sides). Other than then that they are nice caps with a little road rash. theyve been in my garage for 25-30 years.
