69 Dart front fenders

I was fitting up the doors on my car today, and the only way to get the BOTTOM of the fender flush with the door and rocker is to put a shim between the fender and the body attachment point where the 2 bolts go. Is there some part missing here that I should have? It would need to be aprox. 1/4" thick in order for it to work.

nothing missing shims are required there...u should have some thick round ones some where
